Abstract:

The United States Air Force uses a number of personnel programs to acquire and retain skilled personnel. This is an evaluation of the impact of one recent program referred to as the Two-tier Promotion System. This program was devised to give those enlisted personnel within certain critical job specialties a 5 percent higher promotion opportunity to selected grades. Using the Leadership and Management Development Center data base, perceptions of critical and non-critical skill personnel were analyzed over time to assess trends before and after program implementation. While perception of advancement opportunity has improved, career intention has not significantly improved for critical skill personnel. During this same time period, non-critical personnel have significantly improved their career intentions. Numerous other variables were investigated. Although not conclusive, limited support has been generated for the current use of the two-tier system. Author
