Abstract:

A pilot program was established for training and utilizing noncommissioned officers NCOs in organizational effectiveness EO work. Two classes of OENCOs organizational Effectiveness Noncommissioned Officers were trained and placed in the field. This report contains information on the first classes of 47 OENCOs and six other OENCOs who had previously been trained in the officer course. Questionnaires were administered to the OENCOs, their OESO supervisors, their Key Managers, and a sample of OE users. It was found that OENCOs and OESOs do many of the same things but with a different emphasis. OESOs spend more time in initial contacts and in planning, while OENCOs spend more time collecting data and performing implementations. Because of their senior NCO status, OENCOs may be more effective and credible than officers in dealing with enlisted personnel. All measures of effectiveness used to assess the program attitude, performance ratings, increase in OE office productivity, acceptance of OENCO, and OENCO job satisfaction indicate that the program has been successful. The high degree of consistency of response across groups of respondents suggests that the results are highly reliable. The positve results of the program appear to be due, at least in part, to the selection criteria which were used.
