Abstract:

The paper contains an examination of the Naval Data Automation Command NAVDAC and the ramifications of the lack of long range planning upon NAVDAC. Four perspectives are taken, examining the effect upon NAVDACs creation, mission, structure and control systems. The position held by the author is that because no long range plan existed the Navy 1 Created an ADP command designed to correct the problems of the past rather than implement future requirements 2 A discrepancy arose between NAVDACs domain and its mission resulting in the pursuance of a modified mission 3 The centralized functional organization of NAVDAC reflects this mission and 4 No defined control systems exist against which to objectively evaluate NAVDAC.
