This study examines the manning impliccations of fielding new Army equipment focusing on the potential personnel impact of complex systems. The impetus for this study was the growing concern that the Army might not be able to operate and maintain new technologically advanced equipment with available personnel. While the Army has been developing personnel and training requirements for the many new systems that are being introduced, there was a worry that the full scope of the problem was not yet understood and that some sort of disaster might be impending.
