Toxicology technology advances and regulatory changes for the period 1981 to 1990 were identified and analyzed for impacts. It is anticipated that major increases in nearly all toxicology testing resources will be required as a result of future regulatory actions. These actions will primarily be based on current statutes and will occur despite the forecast that no major legislation will be enacted. Toxicology testing may also increase to allow production of an improved human health hazard data base for better decision-making on regulations changes. Federal spending constraints will force regulatory agencies to use their present authority to require private sector toxicology testing to satisfy this increased need. Other nonregulatory requirements for increased testing to fill existing data gaps were also identified. Significant shortages are forecast to continue for the following trained professionals veterinary pathologists, inhalation toxicologists, pharma-colineticists and toxicokineticists, neurotoxicologists and biostatisticians. Teams of toxicology support personnel will be developed to reduce the workload on these professionals, resulting in increased diversity of toxicology technical staffs. Increased diversity will also be reflected in the animals and testing procedures used. Conclusions and recommendations regarding the impact of these changes are provided and early warning flags of forecasted changes are identified.
