Abstract:

This paper has developed and estimated a model of the first-term reenlistment decisions of Navy enlisted personnel. Our results suggest that sea duty exerts a significant influence on the reenlistment supply functions of Navy enlisted personnel. Additional sea duty serves both to reduce the elasticity of the reenlistment supply function and to shift it leftward. Our results have significant implications for the management of the Navys reenlistment bonus program as well as for other compensation and personnel policies.
