Visual inspection of this dam did not reveal any conditions which constitute an immediate hazard to human life or property. However, several deficiencies were noted which should be evaluated and remedied. The hydraulichydrologic analysis performed indicates that the spillway has sufficient capacity to discharge the peak outflow from one-half the Probable Maximum Flood PMF, but not from the full PMF. However, overtopping is not likely to result in failure of the dam. In any case, spillway discharges occurring during large storm events will cause flooding in downstream areas along the canal, regardless of an overtopping failure. Therefore the spillway is assessed as inadequate according to Corps of Engineers guidelines. The most serious deficiency is the deteriorated condition of the concrete on the retaining walls and on the spillway piers. Cracks, spalling and efflorescence throughout the structure indicate the need for more thorough maintenance work. Since the condition of the submerged section of the piers and spillway sill could not be evaluated, dewatering of the area, followed by a thorough inspection of both the concrete and steel work, is recommended. In lieu of dewatering the area, an underwater inspection of the steel and concrete may be conducted.
