The visual inspection and review of available data indicate that Rosner Pond Dam is in poor condition. The lack of a spillway and the poor condition of the outlet works are the primary deficiencies which cause concern for the safety of this facility. In accordance with the recommended guidelines, the spillway design flood SDF for this facility is in the range of 12 PMF to full PMF. Based on the size of the dam and degree of Downstream hazard, the selected SDF is the 12 PMF. The hydrologic and hydraulic computations indicate that the combination of reservoir storage and outlet works discharge capacity will not pass the SDF 12 PMF prior to overtopping the embankment. Under present conditions, the dischargestorage capacity is 11 of the PMF prior to overtopping. In accordance with the criteria outlined and evaluated in the discharge capacity for Rosner Pond Dam is considered to be seriously inadequate. The dam in its present condition is considered to be unsafe, non-emergency.
