Our objective was to answer specific questions relating to 1 whether, and to what extent, procedures used by Labor for awarding grants and contracts with CETA titles III and IV discretionary funds violated Federal rules, regulations, and requirements and 2 how discretionary funds under CETA titles III and IV were and are used i.e., the type and extent of awards.
