Abstract:

This report examines major aspects of the program and identifies certain areas in which the Department could improve overall program administration and thereby improve program effectiveness. The report primarily discusses overall program administration effectiveness of Department purchases made to remove temporary market surpluses Federal and State program monitoring and delivery aspects of the program. This report also addresses proposed alternatives to the current commodity program.
