Abstract:
The main task of a strategist is to balance shortfalls in certain areas with advantages in others to minimize risk and maximize the chances of achieving national interests. This memorandum examines US-Soviet relations from a strategists point of view. The author first discusses fundamental US national interests. Then he analyzes major Soviet economic, political, and military midrange trends and how they might impact upon US interests. The author concludes with a variety of options which would enable the United States to minimize Soviet advantages and maximize US opportunities to achieve its national interests. Author
