Abstract:

This report addresses the potential Civil Defense related role of existing Health Systems Agencies HSA and Emergency Medical Services Systems EMSS. To assess the potential relationship, National Capitol Systems, Inc. conducted extensive interviews with Federal and regional health and Civil Defense planners as well as with Health Departments, HSA staff and EMSS staff in California, Pennsylvania, and Colorado. All of the interviews focused on the potential role, as opposed to how the HSAs and EMSS currently relate to Civil Defense, emergency health, and medical care plans and operations. The overall conclusion was that the HSA role is marginal while the potential EMSS role could be very significant with minor alterations in program emphasis. Author
