This thesis makes a comparison of aerial targets management with other Navy Program Management organizations. This comparison is used to highlight reasons for the Program Sponsors disproportionate time expenditure on the aerial targets portion of his duties. Three areas are examined in detail that contribute to this situation 1 Program Sponsor unfamiliarity with the aerial targets management organization, 2 aerial targets organizational structures, and 3 key aerial target management issues. Several changes are recommended to help alleviate the identified problem areas. Long term improvements involve changes in the conceptual framework employed in the following areas a requirements determination, b hardware vs. software targets, c maintenance concepts, and d training.
