The main intent of this memorandum is to elucidate the factors that appear to have influenced Soviet decisions to support Ethiopia during three stages of escalating involvement prior to the Somali invasion in July 1977 in the aftermath of the invasion and following the Somali expulsion of the Soviets in November 1977.
