This report is the second in a series describing manpower flow models for use in determining accession plans that provide sufficient input to the force, while preventing large surpluses and shortages in various force categories. The model described here expands a previous quarterly optimization model, the Recruit Input Optimization RIO Model, to allow specification of force goals in terms of structured strength and trained strength in addition to total strength. The optimization procedure minimizes a weighted sum of the surpluses and shortages from force goals, subject to constraint equations that control the flow of personnel through the force. A future report will describe the development of an annual Optimal Accession Requirements OAR Model, whose smaller size allows it to be linked with other personnel planning models. Author
