This memorandum examines Soviet objectives in Afghanistan and gauges Soviet success in achieving these objectives and the cost that is involved. The author finds that Soviet policy in Afghanistan has so far been a success. Soviet objectives--to keep Afghanistan out of the Western orbit, to use the country to legitimize Soviet concern with Asia, to demonstrate the need for Soviet friendship--have now largely been realized.
