The text of a paper presented at a conference on Turkish security and development held in Istanbul in September, 1979. The author identifies the principles of sustained national economic development and considers how they may apply to the economic performance, policies, and prospects of Turkey. Because development has political and military dimensions as well as economic ones, it is discussed in those terms.
