This study analyzes the impact of certain DCS policies and practices on the economic efficiency of communications services. It finds that 1 present methods of offering and pricing subscriber services create inappropriate incentives for user choices 2 exclusion of depreciation and certain other expenses from subscriber charges seriously distorts the relative prices of alternative services and 3 assignment of responsibility for procurement funding affects both the choice and the cost of DCS services.
