Abstract:

The Eighth Annual DODFAI Acquisition Research Symposium, jointly sponsored by the Defense Systems Management College DSMC and the Federal Acquisition Institute FAI, had a two-fold purpose. The first purpose was to develop candid, open discussion between government and industry regarding major policy issues of concern to those doing business with the government. The second purpose was to provide a forum for the disclosure of research accomplished in the acquisition management field. The symposium workshops discussed the following issues Acquisition Decision Process--Length and Impact Multi-Year Authorization--Need Possibility Impact Realistic Cost Estimating affordability Missionized RFP Concurrency Acquisition Process Credibility Four-Step Source Selection OMB Circular A-109 Socio-Economic Programs Impact Civil Agency Contracting Officer Role and Acquisition and Distribution of Commercial Products. Many meaningful items surfaced during the workshop discussions. Since it was impossible for attendees to participate in all of the workshops, the moderators summaries andor recommendations are included as a part of the proceedings, along with the full text of each presented research paper.
