In January 1949, a radiological safety organization of the Scientific Task Group TG 3.1 was established for proposed atomic weapon tests at Eniwetok. The radiological safety policy and organization as planned for Operation Greenhouse were based to a large extent upon the experience gained at Alamogordo, Operation Crossroads, and Operation Sandstone. The radiological problem divided itself into four phases a. Pretest -- evaluation of the radiation hazards remaining on Operation Sandstone shot islands b. Planning -- organizational planning for Operation Greenhouse c. Test -- evaluation of and protection from radiation, blast, and thermal hazards during the detonation evaluation of and protection from radiation hazards after detonation and d. Final or resume -- evaluation of radiological safety operations during Operation Greenhouse.
