Abstract:
Weaknesses of the present U.S. Navy Fitness Reporting System are reviewed and discussed. An alternative personnel evaluation system is proposed in order to take advantage of the benefits of several evaluative techniques. Different evaluation techniques would be used in the several phases of an officers career. In the junior officer developmental phase, emphasis would be on management by objectives, stressing counseling and feedback. In the middle staffingmanagerial phase emphasis would be placed on evaluation for selection and promotion. In the senior executive phase, the use of assessment centers is proposed.
