Abstract:
This report examines the changes required in the Unified Command System necessitated by changes in the international security environment since World War II. It discusses the nature of the Unified Command System, and some of the constraints that limit the scope of potential change. The authors conclude that because todays strategic environment is much more dangerous, diffused and subtle than was ever envisioned when the Unified Command System was adopted over 30 years ago, change is not only desirable, but necessary.
