This treatment of the electron transport in an inhomogeneous medium accounts for the pitch-angle scattering of hyperthermal electrons by neutral species and the ambient plasma. Also included is the effect of inhomogeneous character of the upper atmosphere on the relaxation length which becomes crucially important in the high magnetic latitudes. For dealing with the inhomogeneity of the atmosphere a maximum variational principle has been deployed which is discussed elsewhere. Author
