All too frequently, large industrial projects are designed and constructed without sufficient attention being paid to the resources required to operate the completed facilities. This thesis addresses some of the many issues associated with activating such an industrial complex--a conceptual naval shipyard. The planning, scheduling, coordination and control required to manage the activation of a shipyard together with the concepts of logistics support, project management and Management Information Systems M.I.S. are described. The crucial task of manpower planning is analyzed. A manpower recruitment model, and other issues to be considered for the special environment of the shipyard are also presented. The research concludes with an overall summary and recommendations for establishing a program office and the early start of the program. Author
