The authority to conduct this Phase I inspection and evaluation comes from the National Dam Inspection Act P.L. 92-367 of 1972 in which the Secretary of the Army was authorized to initiate, through the Corps of Engineers, a program of safety inspections of non-federal dams throughout the United States. Management and execution of the program within the State of New York has been undertaken by the New York State Department of Environmental Conservation NYSDEC. The primary purpose of the inspection is to evaluate available data and to give an opinion as to whether the subject dam constitutes a hazard to human life or property.
