Abstract:

This memorandum examines the evolution of the current Eritrean situation, and devotes particular attention to the roles the Soviet Union and Cuba played in the growth of the insurgency. The author observes that while the Soviet Union and Cuba have some congruent interests in the Eritrean-Ethiopian conflict, they also have significant differences in interest in particular issues. He concludes that it is therefore likely that Soviet and Cuban aid to the Ethiopian regime in its effort to overcome the Eritreans will continue, but that it may be significantly cut back. Additionally, the different Soviet and Cuban interests over Eritrea may lead to additional divergencies within the Soviet-Cuban connection. Author
