The study provides a means of achieving uniform treatment of nonavailable manpower as portrayed in the Individuals accounts. The study effort had the overall objective of providing a standardized methodology to achieve cross-service consistency in applying nonavailable manpower in computing manpower requirements classifying strength in the Individuals category and accounting for other areas of inconsistency. A draft of the Department of Defense Instruction which implements the proposed rules is included.
