A propellant evaporation and dispersion model has been developed for hydrazine ground spills. The evaporation algorithm computes the rate of evaporation as a function of soil temperature, solar insulation, air temperatures, wind velocity and spill dimensions. The single source Gaussian dispersion portion calculates the downwind, ground-level centerline concentration based on dispersion coefficients available in current EPA models. The dispersion algorithm also computes the crosswind dimension of a hazard corridor defined by the Short Term Public Limit STPL or other selected concentrations.
