To forecast the changes in workload on Navy shore-based support activities caused by changes in the size and configuration of the fleet, an input-output IO model has been developed to represent the fleet-support demand network of the 11th Naval District. The IO sectors represent Naval shore-based facility outputs, with final demands represented by the ships and squadrons of the fleet. The activity levels obtained from the model can be used to derive manpower requirements and to justify changes in budget requirements.
