A Model for Estimating Waiting Time for Military Family Housing.

An important responsibility of the Military Family Housing Office at a base is to furnish inbound personnel with an accurate estimate of the time that an individual will have to wait for military family housing. Presently, the MFHO management system does not have an accurate, reliable, consistent method for estimating the waiting time. This is probably the single most frequently cited source of customer dissatisfaction. This research identifies those variables that significantly affect the waiting time and proposes a prototype model designed to predict this waiting period. This research is limited to company and field grade housing at CONUS installations. An extensive system analysis was accomplished to investigate the general structure of the MFHO assignment system and its behavior with respect to waiting time. A conceptual model was developed to describe the assignment process as a stochastic queuing system in which the application rates and termination rates are treated as random variables. Historical data were collected from Wright-Patterson Air Force Base.
