This report summarizes a study whose objectives were to Develop a life cycle cost computer model to evaluate various alternative civil aviation navigation systems Project government implementation and recurring costs and user avionics costs associated with each alternative Develop rational implementationtransition scenarios for various combinations of the systems to provide civil air navigation coverage in the CONUS, Alaska, Oceanic and Off-shore regions and Make an initial assessment of the economic impact upon the FAA and civil aviation users for each scenario. Alternatives evaluated were VORDME, Loran-C, Omega, Differential Omega, and GPS. The least costly alternative, based upon combined civil user and FAA costs, was found to be continued use of VORDME. Sole use of GPS was found to be the most costly alternative.
