Abstract:

This study makes use of price comparison data from the Wright-Patterson Air Force Base Commissary and two local supermarkets in order to provide a current percentage of savings which can be realized by shopping at the commissary. A Commissary Shopping Survey was distributed to active duty military personnel in the grades from Airman Basic to Colonel. The survey contained questions that make it possible to determine the perceptions of value by the active duty personnel. When the percentage of savings which was found in this study is incorporated into a cost model along with data from survey returns the value of the commissary privilege at Wright-Patterson can be estimated. The new considerations in this study on the value of the commissary privilege are 1 the percentages of savings in this report consider all of the direct costs of groceries and 2 a value is assigned to time spent shopping for groceries. The estimated values are applicable only to active duty military personnel stationed at Wright-Patterson Air Force Base, but the methodology is relevant to the study of the value of the commissary at any military installation.
