The possibility that the System Safety discipline, as practiced by the Department of Defense and particularly the Naval Air Systems Command NAVAIRSYSCOM, acts as a significant barrier to the utilization of System Safety technology in the acquisition process is analyzed. Specific areas including contracting procedures, contracting documentation, specifications, regulations and administrative procedures are investigated.
