The conclusions of this study are that the obstacles to the inclusion of technical assistance costs in bid evaluation are formidable. Deficiencies in technical data packages TDPs the absence of data bases reflecting technical assistance costs, and the inability to state and measure assistance costs with precision militate against the application of technical assistance costs as an other factor. On the other hand, it does appear that potentially high costs of technical support could be used as an element in determining the responsibility of a prospective contractor. In addition, it would seem that development and use of a process control specification would reduce the need for technical assistance costs on certain contracts.
