Abstract:

Over the past twenty years, there has been increasing emphasis on research concerned with human decision making abilities and with the development of formal methods to aid decision makers in reaching logically consistent choices. This broad area of research is of particular importance in national security contexts where key decision makers must resolve extremely complex decision problems characterized by uncertainty, conflicting information, and enormously high stakes. This technical report presents a summary of major portions of the literature bearing on peoples ability to process information and to reach decisions. It also contains a review of laboratory and field assessments of judgmentally-based decision aiding systems embodying decision analytic concepts.
