The use of commercial off the shelf products, commercial standards and business practices to meet Defense material needs is receiving increasing attention. Defense acquisition policy-makers believe that using commercial products and standards is one way to reduce acquisition costs while still meeting mission needs. This thesis is a history and analysis of a successful ship acquisition program which utilized commercial standards and practices. Two current ship acquisition programs using the same concept are briefly described. The intent is to illustrate the development of the acquisition concept and the project managers strategy as well as describe the planning and execution of the program. Significant management problems were encountered due to use of commercial standards and practices. Emphasis is given to their solution. Contractor and ship operator evaluations of the program are provided. Several recommendations are made concerning use of commercial standards and practices for future acquisition programs. Author
