Abstract:

The principal reason that the Military Academy has not achieved its black enrollment goal is its failure to increase the size of the black candidate pool. The number of black candidates has increased substantially since the establishment of the EAPO, but it is still not large enough to provide sufficient admissible cadets to satisfy the stated goal. The evaluation system should be examined to determine if the employment of multiple factors, such as standardized test scores, causes an unusually large number of false-positives. The Military Academy should be primarily interested in achievers, those individuals who have successfully accomplished goals in a competitive environment. Academically, the best measure of this trait is high school rank. In this regard, high school rank should continue to be dominant factor for evaluation.
