This report describes a generalized cost model for the nationwide Toll-Free Telephone System TFTS used by the Internal Revenue Service IRS in providing tax information and assistance to the U.S. public. The model is evaluated to provide an economic comparison of the potential savings for several candidate levels of consolidation for TFTS answering sites.
