Abstract:

The nucleus of this report is lessons learned within the Air Force Logistics Command over the past seven years. The writer is a contracting officer within the Air Force who has participated in a recent Source Selection provides his observations and analysis of the lessons learned taken as a whole. The thrust of the writing involves the complexity, subjectivity and cost of the Source Selection procedures on less than major system acquisitions. It recommends its continued use on a selective basis and also an alternative technique to the use of Source Selection procedures. However, improvement of application of Source Selection is also highlighted through certain administrative measures. The pitfalls of first time Source Selection can be avoided if many of the lessons learned that are provided in this report find application. Author
