A model is developed to measure productivity of DARCOMs central procurement offices. The model incorporates the concept of measuring the procurement function by other than the total number of procurement actions. The amount of man-effort to award a PWD is explained as a function of the dollar amount, and method of procurement. Similarly, a number of contractual type documents are weighted to explain the amount of man-effort needed to administer these documents. The total number of weighted PWDs and weighted contractual documents together account for the output of the P and P Directorates. This weighted output in the two areas of procurement operations and contract administration lends more credibility to the productive output of a P and P directorate than simply total number of procurement actions.
