This study explored the manner in which content decisions are made in U.S. Air Force internal newspapers -- specifically, who makes the decisions under differing conditions. Questionnaries were sent to 147 active duty Air Force units publishing internal newspapers. Separate questionnaires were filled out by the commander, information officer and newspaper editor for each such unit. Results of the survey indicate that under most conditions, the editor is normally the person who makes the majority of the content decisions for the newspaper. The extent to which the editor exercises autonomy in content decisions is usually determined by the unit commander, and the commander normally makes content decisions regarding crises accidents, crimes, etc..
