This paper examines the conditions present in a laser produced plasma and discusses their suitability for providing soft x-ray amplification. A variety of representative proposals are outlined, each of which attempts to exploit different features and regions of the plasma to obtain inverted populations. The problem of designing and experiment to demonstrate gain is twofold. The first is to measure and match the actual plasma conditions to the choice of laser pulse time history, target composition and geometry. The second is to produce a convincing diagnostic for enhanced stimulated emission in the absence of regenerative feedback.
