Abstract:

Charging internally for the use of computer facilities is now a common organizational practice. A charge-out policy can play a major role in promoting effective and efficient utilization of computing resources. In practice, charging all too often fails to have a significant beneficial impact, and indeed can be a source of tensions and user dissatisfaction. A charge-out system is most likely to be successful when it is based on an understanding of the purposes underlying charging and the requirements for it to be effective.
