This report summarizes the findings of a study to assess ways of procuring present building technology. The study analyzed the state of the art of buidling technology and reviewed various procurement processes within the given laws, regulations, and policies. The results indicate that the evolution of procurement techniques has not kept pace with the evolution of building technology. The traditional procurement process--formal advertising--is not effective in procuring todays building technology. There are other procurement processes which are better in that respect their use, however, is restricted by traditional interpretations of the laws, and by the regulatory inertia of traditional procurement techniques. Nonetheless, given the general intent of Congress and given some needed revisions, there exist today procurement processes consonant with the best available building technology. Author
