Abstract:

Physical factors of the environment, present when an Air Force base closes, was the selected topic for this research effort. The objectives for this research were to develop a classification scheme of physical factors of the environment to apply the classification scheme to a base closure to determine its usability as an indicator of factors to be evaluated and to report on long term physical impacts of a base closure. The researchers developed an initial list of physical environmental factor PEF categories from a general literature search refined the list using a content analysis structured the PEF categories into Sources and Effects and checked usability of the PEF category list and reported on physical impacts at Bellefontaine, Ohio, site of a former Air Force Station. Each base closure and its environmental setting is unique, and it is useful to analyze physical factors within this setting from a comprehensive PEF list. The researchers found that a comprehensive list divided into Sources and Effects was an expeditious and useful way of analyzing physical factors. Where relationships between an Air Force base and the surrounding community were good, and the community planned for future land and facilities use, perceived negative impacts were lessened. Author
