Abstract:

Habitability is defined and documents containing statements on habitability are identified within the context of the Corps of Engineers facility delivery process. This process is described as a cycle of events that includes master planning, construction programming, project development, design, and construction. Three generic and ten specific habitability expressions are conceptualized which relate properties of occupant acitvities physical, physiological, and mental to properties of facilities dimensions of length, width, light and sound levels, temperature, etc.. Three expressions of cost- effectiveness are conceptualized as ratios of the dollar cost of a facility, facility property, or property categories divided by units of occupant needs for health, safety, performance and satisfactions. Structural, content, and technical assumptions are given, and data categories are defined by example. Further steps toward the development of prototype expressions are outlined.
