Abstract:

This report examines how the fiscal constraints imposed by the President and Secretary of Defense have affected defense resource planning in the Navy. The report focuses on the CNO Program analysis Memoranda Process CPAM Process which encompasses the planning phase of the Planning-Programming- Budgeting System PPBS in the Navy. The evolution of the CPAM Process is traced the roles which the OPNAV Sponsors and the Navy Program Planning Office have during the development and execution of the CPAM Process are examined the events that occur during the CPAM Process are presented and the implications of the CPAM Process on the Navy ProgramAcquisition Manager are discussed.
