The purpose of the study was to develop a set of suggestions and ground rules for use by the prototype aircraft program manager in the design and conduct of his test program. This was accomplished by examining the objectives and ground rules of prototyping and then relating them to the areas of test program design and test program conduct. The overall conclusion is that the return to a prototype philosophy with its austere environment does not force an alteration of existing test management ground rules. Instead, a more efficient and timely application of these rules is required, and guidelines for achieving this are discussed in the body of the report and summarized in a Prototype Test Management Checklist Appendix A.
