Abstract:

This report analyzes the Soviet concept of the correlation of forces. It attempts from review of historical and contemporary Soviet literature 1 to illuminate the various factors subsumed under the concept, 2 to indicate the extent to which the concept represents a systematic approach to foreign policy, and 3 to assess the Soviet leaderships current evaluation of the international balance between the United States and the USSR.
