Abstract:

International cooperative research and development ICRD is the collaboration of the US and one or more of its allies in various RD ventures to fulfill a common requirement. This report covers the purpose, scope and posture of the USAF in its dealings in ICRD. The attitudes and barriers toward ICRD are discussed in light of todays environment. Evolution of the ICRD conceptprocess, types of cooperation and the mechanics of implementing ICRD are also dealt with. The report concludes that attitudesbarriers to ICRD are manageable, but without a change in outlook and posture, cooperation will tend to remain dormant. Author
